A persistent test security problem in India has been the disclosure or leaking of exam materials by an administrator to test takers a few hours before the exam is given.
Because administrators can’t be trusted, secure delivery of the exam by a computer using a large item bank would keep the exam content out of the hands of administrators.

-In order to detect and prevent cheating, test security personnel absolutely need to be kept current with best practices and training. There is no other choice.
-Though some candidates had been indulging in this practice on individual basis, sources said some cheating rackets too had used this modus operandi for its candidates in lieu of hefty fee.
