Security of Colorado law enforcement exam breached by proctor

The proctor, a 55 year-old woman, faces felony charges of attempting to influence a public servant and witness tampering. 

The article doesn't say whether the woman was paid by the cadets, but one would presume so.
 
If the proctor is a rotten apple, it doesn't matter how secure you believe the exam to be, which makes a case for a testing model in which the proctor does not have control over the exam content or the test administration venue.
