State legislators will gather Monday to hear details of Gov. Phil Bredesen’s plan to create a new, mandatory system of evaluating teachers throughout Tennessee that could base as much as 50 percent of a teacher’s review on test scores. Bredesen says the plan will improve Tennessee’s chances of winning a federal competition for education aid.
